OCEAN FRONT PARK STATUS UPDATE Construction on the Ocean Front Park is temporarily stopped while the Town Council addresses concerns with the contractor. The Town Council is reviewing options to provide quality workmanship on the project and is unanimously committed to resolving this matter and moving forward with construction to complete the park project as close to schedule as possible.

In December, the Town of Kure Beach will swear in four new members on Council: David Heglar, Steve Pagley, Emilie Swearingen and Dean Lambeth. David and Emilie will serve 4-year terms; Steve will serve out the final 2-years of a past Council member's term; and Dean Lambeth will serve a 2-year term as Mayor. Chuck Keener will continue to serve on Council for the remaining 2 years of his term. We'll be saying goodbye to Commissioner Jim Dugan who is retiring from office.
SIDEWALK ON NORTH SIDE OF K AVENUE - PUBLIC HEARING NOVEMBER 15, 2011 @ 5:30 pm
The Town Council is considering a request from the Shoreline Access and Parking committee to install a sidewalk on the north side of K Avenue beginning at Third Avenue and continuing to Seventh Avenue. The sidewalk will begin ten (10) feet from the street and will be five (5) feet in width. There will be no curbing. Click on THIS LINK to see a mock up of the location of the proposed sidewalk. The Town plans to share the cost of the installation with the Department of Transportation (DOT), as this portion of K Avenue is a state road. The sidewalk will be installed on the DOT Right of Way. The Town's portion of the cost will be paid from Powell Bill Funds.
REZONING OF K AVENUE - JOINT WORKSESSION NOVEMBER 1, 2011 @ 6:00 pm
The Town Council is considering rezoning K Avenue from Fourth Avenue to Seventh Avenue to allow commercial and/or mixed use. The Town's Land Use Plan identifies this area as the 'K Avenue corridor' and highlights the area for future expansion of the commercial district. Current zoning in this area is as follows: 1) Third Avenue to Fifth Avenue is zoned RA-2. Allowed uses are one and two family dwellings; professional office in residence (doctor, dentist, lawyer, engineer, architect); home occupations for dress making, music teaching, preserving, home cooking, laundering; places of worship; colleges/schools/public libraries & museums, art gallery, public buildings; accessory to permitted use that are not rented or occupied; non-commercial recreational facility (clubhs/pool/court). 2) Fifth Avenue to Seventh Avenue is zoned RA-1. Allowed uses are one family dwelling; places of worship; college/school/public library/ public museum/ art gallery/ public buildings (with a special use permit); or home occupation.

KURE BEACH TOWN COUNCIL REMOVES STATE OF EMERGENCY

The Kure Beach Town Council met in an emergency session at 5 pm on Saturday, August 27, 2011 and removed the State of Emergency that began at 6 am on Friday, August 26, 2011 due to the approach and proximity of Hurricane 'Irene'. Electricity was restored by 9:30 am on August 27th and the roads are clear. The Town sustained minimal damage such as lost shingles, gutters, tree limbs and flooding in low lying areas. Additionally, there was substantial beach erosion.
HURRICANE IRENE - KURE BEACH TOWN COUNCIL DECLARES STATE OF EMERGENCY

The Kure Beach Town Council met in an emergency session at 6 pm on Thursday, August 25, 2011 and issued a declaration of State of emergency beginning 6 am on Friday, August 26, 2011 due to the approach and proximity of Hurricane Irene. The current forecast condition for 'Irene' is that it will impact Kure Beach with significant rain and gusting high winds beginning late Friday/early Saturday morning. As of 5:53 pm on August 25th, the Kure Beach area has moved from a tropical storm warning to a hurricane warning. The Town Council is encouraging voluntary evacuation, particularly for those with homes in low lying areas or those in mobile homes.

NEW ROLL-OUT RECYCLING CARTS TO BE DELIVERED 8/22 through 8/24/11

On Monday August 22, 2011, Waste Management will pick up and remove all recyclable waste and your recycling bin(s) as part of the normal recycling pick up. In the afternoon, Waste Management will deliver the new recycling roll-out carts as close to each residence as possible. Each cart will have a serial number associated with that property address. Please make a note of this number for your files. The top of the lid to your new cart will have a color-coded, embedded chart showing what should and should not be recycled. Please follow this chart. If the cart is contaminated with non-recyclables, Waste Management can not pick it up. This means everything in the cart, including the items that could normally have been recycled, will have to be disposed of in your regular garbage pickup. Beginning Monday, August 29th, 2011, recycling pick up will be coordinated TO OCCUR ON THE SAME DAY AS YOUR REGULAR GARBAGE PICKUP! If you have not received a recycling cart by August 26th, please contact Town Hall and let us know.

PROPERTY TAX BILLS INCORRECT
On July 25, 2011, the Property Tax bills for 2011 were mailed to you by the New Hanover County Tax Department. These bills reflect an incorrect tax rate for the Town of Kure Beach. The bills show 16-1/2 cents per $100 value. The correct tax rate is 16-1/4 cents per $100 value.
The county is mailing corrected bills on Friday, August 5. The bills will say 'CORRECTED' at the top and reflect the corrected tax amount, which is a lower amount. Please disregard the tax bill you received dated July 25, 2011, and do not pay it. If you have already submitted payment, the overpayment will be refunded to you. For questions, please contact the New Hanover County Tax Office at 910-798-7300.

DUNE INFILTRATION SYSTEM WORKSHOP @ KB COMMUNITY CENTER - JUNE 22, 2011@ 10 AM
Since 2006 the Town of Kure Beach has been working with NC State University and the NC Department of Transportation in developing a low-cost, low-tech solution to storm water discharge to the recreational beach areas. The result of this endeavor has been the development of the Dune Infiltration System. Three of these systems have been installed in the dunes between K and M Avenues. The systems have significantly reduced the amount of both storm water and associated bacteria that discharges to the beaches. This workshop is designed to increase awareness of this new technology to coastal town officials, local cooperative extension agents, and other interested citizens. The workshop will include several presentations given by NCSU Assistant Professor and Extension Specialist Mike Burchell who has lead the design and research of this system. These presentations are designed to give an overview of design, installation, expected performance, and limitations of these systems in hopes that other coastal towns may be able to adopt this technology. These presentations will be followed with an afternoon field trip to the site, led by Dr. Burchell and Public Works Director Sonny Beeker. 2012 TAX REVALUATION
The New Hanover County Tax Office is working on the 2012 Revaluation. Normally, tax revaluations are done every seven years, per state law. The County agreed to perform a special revaluation in 2011 as a result of the 2007 tax revaluation. You will be seeing members of their Appraisal Staff in your neighborhood and around your property. They will be properly identified and driving county vehicles. If someone knocks at your door claiming to work for the tax department and does not have a New Hanover County ID Card, call 911 immediately. If you have any questions about the Revaluation, please contact the New Hanover County Tax Department staff at 910-798-7300. The Tax Revaluation will be reflected in the 2012 tax bills.

Town Council has scheduled a public hearing at Town Hall on Monday, April 4 at 5:30 pm or soon thereafter for the purpose of receiving comments on the Town's intent to finance an amount not to exceed $600,000 for development of the Ocean Front Park. A copy of the adopted Capital Project Ordinance and Budget in the amount of $1,331,000 is on file in the office of the Town Clerk for viewing. Grants in the amount of $849,000 have been received. All interested persons are encouraged to attend. An RFP for contractors will be issued next week and the Town expects to begin work on the site in June of 2011.

- Increased resident/property owner deposit from $50 to $100
- Allowed $10 non-refundable fee for each time the contract is revised
- Allowed $50 service charge for cancellation of the contract

KB DISC GOLF COURSE RIBBON CUTTING - FEBRUARY 20
We're happy to announce that the long-awaited Kure Beach Disc Golf Course has been completed. On Sunday, February 20, opening day festivities will begin at 12:00 pm and the ribbon cutting ceremony will take place at 2:00 pm.
