KURE BEACH TOWN COUNCIL REMOVES STATE OF EMERGENCY
The Kure Beach Town Council met in an emergency session at 5 pm on Saturday, August 27, 2011 and removed the State of Emergency that began at 6 am on Friday, August 26, 2011 due to the approach and proximity of Hurricane ‘Irene’. Electricity was restored by 9:30 am on August 27th and the roads are clear. The Town sustained minimal damage such as lost shingles, gutters, tree limbs and flooding in low lying areas. Additionally, there was substantial beach erosion.
HURRICANE IRENE - KURE BEACH TOWN COUNCIL DECLARES STATE OF EMERGENCY
The Kure Beach Town Council met in an emergency session at 6 pm on Thursday,
August 25, 2011 and issued a declaration of State of emergency beginning 6 am on
Friday, August 26, 2011 due to the approach and proximity of Hurricane Irene. The
current forecast condition for ‘Irene’ is that it will impact Kure Beach with significant
rain and gusting high winds beginning late Friday/early Saturday morning. As of 5:53 pm
on August 25th, the Kure Beach area has moved from a tropical storm warning to a
hurricane warning.
The Town Council is encouraging voluntary evacuation, particularly for those with
homes in low lying areas or those in mobile homes.
Shelters will open today at 3 pm as follows:
Dorothy Johnson Elementary School (no pets)
1100 McRae St.
Wilmington, NC
Noble Middle School (allows pets)
6520 Market Street
Wilmington, NC
Expect the worst of the storm in the early morning hours of Saturday. Expect power outages, sustained winds of 70 miles per hour and 9 – 12 inches of rain. Tropical force winds are expected around 5 – 7 pm and there is a strong possibility the Snows Cut Bridge will close around that time. This is NOT definite, but we suggest if you intend to stay on the island during the hurricane, that you plan to be back on the island before 5 pm today. Remember – if you choose not to evacuate and stay on the island, Emergency Services will not be able to help you in an emergency during the height of the storm. Emergency Services includes medical, fire and law enforcement. At some point prior to hurricane landfall, all personnel are called in to take shelter. Remember to fill containers or the bathtub with water before the storm. It is very likely we will lose electricity. The town has generators set up to handle the water/sewer flow, but we ask your help and consideration in conserving water. Generators do not work as efficiently and there will be great demand placed on them. Power outages may be reported to: Progress Energy at 1-800-419-6356 This is a 24 hour customer service number. Town Hall will be open until 5 pm today if you need to purchase a decal. After that, should the bridge be closed and you don’t have a decal and need to return to the island, you will need to show either your water/sewer bill or tax bill and purchase a decal. There will be a location set up north of Snows Cut Bridge for this purpose. After 5 pm today, you may call 798-6800 for further updates or check the COUNTY WEBSITE.
NEW HANOVER COUNTY'S CITIZENS ACADEMY
Applications are now being accepted for NHC's Citizens Academy. The 10-week course is designed to educate participants about the operations involved in the variety of services provided by the county. This course will be held Thursday evenings from 6:00-9:00 p.m. starting September 1, 2011 and ending November 3. “A frank, open discussion,” is how the academy’s inaugural class spokesman, Lynwood “Bo” Dean, described the class. “Not one of us could have expected when we came to the class that we could have an experience that was as genuinely open and in depth as what we encountered,” he added. A more transparent county government was the goal of the academy, nicknamed “Citizens In Action.” The deadline to apply is August 26. Seating is limited. Applications are available online @ www.nhcgov.com. In the event demand exceeds the spaces available, applicants will be placed on a waiting list for the next session.

NEW ROLL-OUT RECYCLING CARTS TO BE DELIVERED 8/22 through 8/24/11
(NOTE NEW PICKUP DAYS BEGINNING 8/29/11)
On Monday August 22, 2011, Waste Management will pick up and remove all recyclable waste and your recycling bin(s) as part of the normal recycling pick up. In the afternoon, Waste Management will deliver the new recycling roll-out carts as close to each residence as possible. Each cart will have a serial number associated with that property address. Please make a note of this number for your files.
The top of the lid to your new cart will have a color-coded, embedded chart showing what should and should not be recycled. Please follow this chart. If the cart is contaminated with non-recyclables, Waste Management can not pick it up. This means everything in the cart, including the items that could normally have been recycled, will have to be disposed of in your regular garbage pickup.
Beginning Monday, August 29th, 2011, recycling pick up will be coordinated TO OCCUR ON THE SAME DAY AS YOUR REGULAR GARBAGE PICKUP! The garbage/recycling pick up schedule will be as follows:
**MONDAY PICKUP for properties south of K Avenue, including the south side of K Avenue, and all of Ft. Fisher Blvd, Atlantic Avenue and Spotters Court.
**TUESDAY PICKUP for all other properties north of K Avenue, including the north side of K Avenue.
If you have not received a recycling cart by August 26th, please contact Town Hall and let us know.
Additional 65-gallon carts are available, if you wish to have more than one. The monthly fee for recycling is $4.52 per month, *PER CART. If you would like more than one cart after you've seen how the larger cart works out, please contact Town Hall. If you choose to have *two or more carts, you will be billed accordingly on your monthly utility bill. Carts are provided free of charge and remain the property of Waste Management. Because of this, the recycling cart(s) must always remain with the property.
Should you choose not to have a cart and not to take advantage of this service, you are still responsible for the monthly $4.52 recycling fee on your utility bill, as per our ordinance.

The systems have significantly reduced the amount of both storm water and associated bacteria that discharges to the beaches. This workshop is designed to increase awareness of this new technology to coastal town officials, local cooperative extension agents, and other interested citizens. The workshop will include several presentations given by NCSU Assistant Professor and Extension Specialist Mike Burchell who has lead the design and research of this system. These presentations are designed to give an overview of design, installation, expected performance, and limitations of these systems in hopes that other coastal towns may be able to adopt this technology. These presentations will be followed with an afternoon field trip to the site, led by Dr. Burchell and Public Works Director Sonny Beeker.

OFFICIAL NOTICE OF PUBLIC HEARING
BUFFER ZONE OFF LIMITS
As you search for that perfect spot to relax and enjoy the sunshine on the island, remember that Government property owned by the Military Ocean Terminal Sunny Point, known as “the Buffer Zone,” is still off limits to all residents, guests and visitors. The federally-owned property can be readily identified by the “U.S. Property, NO Trespassing” signs posted every 100 feet, in both English and Spanish.
The Buffer Zone is required to maintain a safe distance on the east side of the Cape Fear River from the potentially dangerous operations on the other side and is necessarily barred from public access. These measures and precautions are routinely reviewed and revalidated to ensure the safety of those neighboring the terminal. Use of the buffer zone must be preauthorized and specified by restrictive and revocable agreements maintained by the Military Ocean Terminal Sunny Point and enforced by the Sunny Point Provost Marshall Office.
Entering restricted areas is a violation of Federal Law under TITLE 18 USC, § 1382; “Entering Military, Naval or Coast Guard property”. A conviction of this offense is punishable by fine of up to $500 or imprisonment for up to six months, or both, and is a permanent federal conviction. The Sunny Point Provost Marshall Office patrols the buffer zone and maintains an agreement with the Kure Beach Police, Carolina Beach Police and the New Hanover County Sheriff’s Office, allowing them to patrol and enforce the restrictions on these properties as well.
The staff of the Military Ocean Terminal Sunny Point, Kure Beach and Carolina Beach hopes that you enjoy the warmer weather and wishes you a safe and enjoyable summer.

Atlantic Avenue Walkway Dedication
By the ocean and under beautiful sunny skies today in Kure Beach, the Atlantic Avenue Walkway was dedicated in memory of former commissioner Bill Ufferman. Over 60 residents and officials attended the dedication where they viewed the new walkway and the dedication plaque. Residents and officials met with Mrs. Carol Ufferman and her two sons, Doug and Andy. The family heard from officials of how Bill started the Town’s Beautification Committee and had a vision of one day constructing a walkway along Atlantic Avenue which would beautify the area and give pedestrians a view of the Atlantic Ocean. For more information about the Atlantic Avenue Walkway, contact the Town at 458.8216. Click here to see photos of the dedication ceremony

Kure Beach Sewer Rehab Project
As you travel down Fort Fisher Boulevard (Hwy 421S), you definitely will run into some construction which is blocking a lane of traffic or even your favorite restaurant’s entrance. The construction is part of a federal economic stimulus and Clean Water Management Trust Fund (CWMTF) project in both Carolina and Kure Beaches. Construction in both Towns is very minimal and will only delay your travel plans by a few seconds or minutes.
Kure Beach’s Sewer Rehab Project will follow this schedule. If you have any questions, contact Public Works Director Sonny Beeker at 458.5816.

One of Kure Beach’s own employees dressed up like Santa Claus last week to spread some Holiday cheer as he rode through town on a “different” sort of sled. It was none other than Tim Livingston, employee of KB Public Works, who was helping Santa. Tim is just one of the many great employees who work for the Town.
